Government Software Delivery

This case study is still an outline โ€” the facts below are verified, the writing isn't finished.

The portfolio

Six to ten concurrent software implementation projects at any given time, each valued between $75K and $250K โ€” about $1.5M annually. Teams are matrixed: two to three engineers per project, none of them my direct reports.

Clients are primarily state agencies and county governments, with some private-sector work in manufacturing, HR, and education.

Public-sector delivery is a different job

Implementations for government live and die on client-side approval cycles that no vendor controls. I manage that by front-loading dependency mapping, building explicit client-task milestones into the baseline, and escalating early when an approval slips.

Budget is the variable I can control, and I hold 95%+ on budget across the portfolio.

The clearest example: a state regulatory agency implementation delivered ahead of schedule and on budget, which came down to disciplined risk, status, and budget communication and a strong engineering team.

Beyond delivery

Drove AI tool adoption into the department's PM workflow and built budget and timeline tracking tools now used department-wide โ€” an estimated 20โ€“30% improvement in throughput for the analysts using them.

Day to day, execution is tracked in Azure DevOps, and I own QA test case design and acceptance criteria through development evaluation.
